The NVOCC role
An NVOCC offers ocean carriage to its customer while using a vessel-operating carrier for the sailing. That distinction matters: the ship, space booking, container choice and transport document must still work as one shipment.

Practical answers
No. A non-vessel-operating common carrier arranges ocean transportation using vessel-operating carriers. It can act as a carrier to its customer without operating the vessel itself.
Skystar has private shipper-owned container (SOC) capabilities and an owned reefer fleet. Whether that equipment suits a shipment depends on cargo, lane and availability; other bookings may use carrier or partner equipment.
House Bill issuance is part of Skystar's NVOCC service where applicable to the booking and route. The document and terms are confirmed with the shipping instructions before issue.
Yes. Skystar coordinates cross-trade bookings between offshore origins and destinations through its carrier and overseas partner network, subject to the actual route and cargo requirements.
